Hayes Participates in National Guard Promotion Ceremony
Buffalo Grove resident Brig. Gen. Richard Hayes serves director of the Joint Staff of the Illinois National Guard.
Brig. Gen. Richard Hayes of Buffalo Grove, director of the Joint Staff of the Illinois National Guard, places lieutenant colonel rank on Thomas Povsner of Chicago during a promotion ceremony at Camp Lincoln in Springfield on Feb. 3. Povsner is assigned as the director of Family Programs for the Illinois National Guard's Joint Force Headquarters in Springfield.
