The National Transportation Safety Board recommends reducing the limit. Some say it would save lives. Others say it's unreasonable.
One drink could be the standard for drunken driving – at least for some people if the National Transporation Safety Board has its way. On Tuesday, the NTSB recommended states lower the blood-alcohol threshold for driving under the influence from 0.08 percent to 0.05 percent. About 10,000 deaths a year are related to drunken driving. The NTSB says the lower limit would save 500 to 800 lives a year. Officials at the American Beverage Institute called the proposal "ludicrous." It said the average woman could reach the 0.05 percent limit by having one drink. According to CyberDriveIllinois.com's 2013 DUI Fact Book, in 2011 there were 10,175 DUI arrests in Cook County and 2,593 in Lake County. DUI facts from CyberDriveIllinois.com:

New Year’s Eve continues a big night for drunk driving enforcement and arrests.
The slogan “Don’t Drink and Drive” can become trite until you consider the numbers. Numbers like the 258 lives lost in Illinois in drunk driving crashes in 2012. Police throughout the area, including sheriff’s deputies in Lake, Cook and McHenry County, will be doing special drunk driving enforcements for New Year’s Eve. Illinois State police will be conducting roadside safety checks and special alcohol enforcement on highways and tollways. The patrols will focus on four areas that often cause fatal crashes: speeding, DUI, seat belt compliance and distracted driving, according to a release. “Alcohol or drug impairment is a significant factor in more than 40 percent of all fatal motor vehicle crashes in Illinois,” District 15 Commander …

The night before Thanksgiving is known as the biggest party night of the year. Almost a holiday unto itself with a name of its own, Black Wednesday is a night to rival New Year's Eve and St. Patrick's Day for overindulgence in alcohol. In many communities, extra officers will be on patrol and local officials warn bar owners not to overserve their patrons. So it's not a coincidence that Cook County this week announced a new DUI Memorial Program. For $150, families of anyone killed in a DUI fatality can purchase a roadside memorial marker to be placed alongside any highway under the county's jurisdiction. The marker includes a “Please Don’t Drink and Drive” sign and an optional commemorative plaque with the deceased loved one’s name and …
