Loud noise early morning

Hi, I was wondering if I can suggest an ordinance for people who decide to mow their lawns at 7 or 8 am, I work from home and sometimes have to work very late at night because of taking care of the kids during the day, there are noise ordinances for night time but what about for the people like me who work until sometimes very late at night and get woke up by loud lawn mowers at 7 am, I think it is fair to have people cut their grass starting somewhere between 10am-12pm, please let me know your thoughts and what can be done. I usually would not make a big deal about it and just keep quiet but when I read some of these ridiculous things in the police blotter that aren't even crimes worth mentioning or I have to hear about people complaint that their new garbage bin is too large it makes me want to voice my opinion as well.
